PROGRAM/DEPARTMENT SUMMARY:
In Jordan Mercy Corps has been working hand-in-hand with local communities and partners since 2002 to implement US, UN, EU, and private donor funded projects. Since 2006 Mercy Corps has been, and continues to implement a highly successful Community Based Initiative for Water Demand Management (CBIWDM) project, which works with 135 community based organizations nationwide to promote water demand management. In 2013, Mercy Corps signed a 2-year $20M USAID cost extension on our CBIWDM project. During this extension period, Mercy Corps will significantly increase the program outputs on its existing communal and household water and energy projects. This activities will be concentrated in the north of the country and will include the introduction and adoption of water and energy technologies/systems at the both within communities and households.
GENERAL POSITION SUMMARY:
Reporting to the Chief of Party, who has overall responsibility for the project, the Deputy Chief of Party (DCoP) will manages day-to-day oversight of current program and will also be responsible for guiding the overall M&E function. The DCoP, who acts on behalf of the CoP in her absence, ensures that the staff and funds are coordinated effectively and efficiently in the delivery of MC/Jordan's CBIWDM program strategies towards planned results and targets. The DCoP is also responsible for supporting the Director in the development of a culture of learning, a team environment and key external relationships (e.g., government, other NGOs, communities, donors, etc.). The DCoP will also support Mercy Corps Jordan's program development in Jordan, working closely with the Chief of Party, by assisting with the development of proposals and budgets for submission to donors. The DCoP collaborates closely with senior program and administration staff to ensure adherence to organizational program standards and procedures. This requires line managing individual program staff and coordinating and ensuring proper implementation of the program in accordance with MC and donor policies.
ESSENTIAL JOB FUNCTIONS:
1. Maintain a central role implementing CBIWDM program strategy in coordination with program staff, including ensuring strategic goals, objectives and targets are met, as well as identifying and developing new initiatives that strengthen and deepen (not just broaden) the program.
2. Provide day-to-day direction/supervision of project staff and M&E personnel; provide mentoring, coaching and capacity-building/training to staff, as needed.
3. Ensure all CBIWDM staff develop and implement work plans are in-line with the strategic program plan/log frame.
4. Oversee the grants mechanisms, ensuring all grants applications processes are implemented in an open, transparent and efficient manner and that staff monitor the grants to keep them on schedule (including program implementation, spending and reporting) and within the parameters set by each grant agreement. Liaise with the Finance Manager for payments, financial monitoring/compliance and closeout procedures.
5. Along with the Chief of Party, recruit and manage an innovative, informed, motivated and efficient national team
6. Lead/assist the preparation of proposals and review/edit donor reports prepared by program staff.
7. Oversees grant management and assist the CoP with donor reporting requirements to ensure program implementation meets donor expectations and regulations.
8. Identify opportunities for Mercy Corps to professionally document and promote its program activities; coordinate with the CoP on publicity and public relations activities.
9. In the absence of the CoP, act on behalf of Mercy Corps as the senior representative for CBIWDM.
10. Conduct oneself both professionally and personally in such a manner as to bring credit to MC and in no way jeopardize our humanitarian efforts.
11. Other duties as requested or assigned by the CoP.
